How does the powers that be control the vastness of the internet? Well, through the same methods used in education, publication and broadcast. The search engines are like yellow pages in phone books. There are thousands of them. So, many people use only a few of the most popular ones. In fact, it is hard to find their competitors when you are using their product to search for them. These companies like to get paid for their services because that keeps them in business. So, they sell advertising and making sure 'your website' shows up in related searches. I think they also sell filtering options to make certain some websites don't show up. Let's see,the usual list of alphabet organizations with deep pockets could certainly pay to make sure 'run of the mill' 'unqualified' to be seen or heard of websites remain unheard of. Page titles seem to be a great way to show up in less than a week or two on most search engines. But, what does it mean when certain keywords work on the less popular search engines but not on the top two used on the internet? I don't want to say any more. I just find it very curious.
